Starting Events on Time

I've never been a part of a local tournament that started on time. My experience at local tournaments (not just Tucson, but other local tourneys i've had the chance to attend) is that it will be
listed that it starts at 8pm for example, and usually people start showing up at around that time, then by the time things are drawn up, yidi yada, the tournaments is started around 9-9:30pm.

So I want to know the view of the local tournament directors (Billy & Dan in this case) regarding the start times of tournaments.
